I have the honour to acknowledge receipt of
your despatch informing me that you had received in-
structions from His Ijesty's Government to ask my
agreement to en addition being made to the existing
Regulation affecting the extradition of prisoners at
Wei-hai-wc1, whereby an officer might be deputed to
attend at the trial of any prisoner extredited, on
either side if the circumstances of the cage were
either suspicious or of great importance. (Tenerel
Dorward's despatch quoted in full). I have the
honour to inform you that I have given the matter
my careful attention and consider that such an
amendment would be in the interests of justice.
I therefore agree to an addition being made to the
Revised Regulations, in the sense suggested in your
des patch
